Civil servant of the Cuerpo de Letrados de las Cortes Generales and of the Cuerpo Superior de Administradores Civiles del Estado on leave of absence. Graduate in Law from the University of Valencia, with various postgraduate courses at IESE, Harvard Law School and the Instituto de Empresa.

He is currently a lawyer in the Defence Committee of the Congress of Deputies, Of counsel at Andersen and Secretary General of the ESYS Foundation.

Throughout his professional life he has held various positions of responsibility in the General State Administration; in the Ministry of the Interior in the Deputy Secretary General, in the Ministry of Public Administration in the Office of the Secretary of State. From 2003 to 2010 he held the post of Secretary General of the Government Delegation in the Valencian Community.

Since 2011, he has been Associate Professor of Constitutional Law at the Complutense University of Madrid, and since 2014 he has been Professor of Administrative Law and Regulated Sectors at IE Law School.

He has published numerous articles and books on various subjects related to constitutional law, administrative law, regulated sectors, legal regulation of cybersecurity, foreign relations, state security and defence policy. He was also decorated in 2010 with the medal for Police Merit with white badge and in 2015 with the Silver Cross of the Order of Merit of the Civil Guard.
